PAG LIN 1 1 Amend the amendment, H-8881, to Senate File 2280, 1 2 as amended, passed, and reprinted by the Senate, as 1 3 follows: 1 4 #1. By striking page 1, line 38, through page 2, 1 5 line 2, and inserting the following: 1 6 "# . By striking page 22, line 3, through page 1 7 23, line 14, and inserting the following: 1 8 "1. There is appropriated from the general fund of 1 9 the state to the Iowa department of public health for 1 10 the fiscal year beginning July 1, 1998, and ending 1 11 June 30, 1999, an amount equivalent to the moneys 1 12 remaining in the gambling treatment fund pursuant to 1 13 section 99E.10, subsection 1, paragraph "a", Code 1 14 Supplement 1997, for use as provided in subsection 2. 1 15 2. In addition to the amount appropriated in 1 16 subsection 1, an amount sufficient for full funding of 1 17 the amounts allocated in this subsection shall be 1 18 encumbered from the moneys appropriated to the Iowa 1 19 department of public health pursuant to section 1 20 99E.10, subsection 1, paragraph "a", as amended by 1 21 this Act. However, if the total amount appropriated 1 22 to the department pursuant to section 99E.10, 1 23 subsection 1, paragraph "a", as amended by this Act, 1 24 is insufficient for full funding of the allocations, 1 25 the allocations shall be prorated proportionately. 1 26 The moneys appropriated in subsection 1 and encumbered 1 27 pursuant to this subsection are allocated as 1 28 follows:"" 1 29 #2. Page 3, by striking lines 27 through 46 and 1 30 inserting the following: 1 31 "a. An amount equal to three-tenths of one percent 1 32 of the gross lottery revenue, and the amount equal to 1 33 three-tenths of one percent of the adjusted gross 1 34 receipts from excursion boat and racetrack wagering 1 35 allocated pursuant to section 99F.11, subsection 3, 1 36 shall be deposited in a gambling treatment fund in the 1 37 office of the treasurer of state. The directorof the1 38Iowa departmentof public health shall administer the 1 39 fund and shall provide that receipts are allocated on 1 40 a monthly basis to fund administrative costs and to 1 41 provide programs which may include, but are not 1 42 limited to, outpatient and follow-up treatment for 1 43 persons affected by problem gambling, rehabilitation 1 44 and residential treatment programs, information and 1 45 referral services, and education and preventive 1 46 services, and financial management services. Receipts 1 47 deposited in excess of one million nine hundred 1 48 thousand dollars are appropriated to the Iowa 1 49 department of public health to be expended at the 1 50 discretion of the director of public health. In the 2 1 event that receipts deposited in the gambling 2 2 treatment fund for a fiscal year are less than one 2 3 million nine hundred thousand dollars, there is 2 4 appropriated from the general fund of the state to the 2 5 gambling treatment fund an amount sufficient to make 2 6 up the difference." 2 7 2 8 2 9 2 10 MURPHY of Dubuque 2 11 SF 2280.222 77 2 12 rn/jl/28
