  1  6 celebrate, or increase public awareness of local
  1  7 community heritage throughout the state, including the
  1  8 promotion of the ethnic heritage of a community or
  1  9 series of communities in order to establish that
  1 10 community or series of communities as a center for
  1 11 tourism."
