  1  1    Amend Senate File 2280, as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 8, by inserting after line 15 the
  1  4 following:
  1  5    "(3)  The division shall establish an interagency
  1  6 work group to conduct an evaluation of the
  1  7 effectiveness of all existing federal and state funded
  1  8 substance abuse treatment and prevention programs in
  1  9 the state.  Evaluation issues and components to be
  1 10 examined by the interagency work group shall include,
  1 11 but are not limited to, access to treatment;
  1 12 identification of all state and federal funds spent on
  1 13 treatment and prevention programs, including insurance
  1 14 plan components and employee assistance programs;
  1 15 substance abuse relapse rates; the reasons for
  1 16 different outcomes in different programs; costs of
  1 17 service delivery; the relationship of outcomes to cost
  1 18 offsets such as a decline in arrest rates and
  1 19 hospitalizations; review of managed care approaches
  1 20 and exemplary programs in other states; and the
  1 21 profiling of clients by the types of substances
  1 22 abused.
  1 23    The interagency work group shall be comprised of
  1 24 representatives from the department of human services,
  1 25 the department of public health, the department of
  1 26 corrections, the governor's alliance on substance
  1 27 abuse, the state department of personnel, and the
  1 28 judicial department.
  1 29    The department shall submit a report containing the
  1 30 recommendations of the interagency work group to the
  1 31 governor and the general assembly by January 1, 2000."
