  1  1    Amend Senate File 2280, as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 3, by inserting after line 27 the
  1  4 following:
  1  5    "3.  For the establishment of a comprehensive
  1  6 program to combat methamphetamine use:  
  1  7 .................................................. $  2,500,000
  1  8    a.  Of the funds appropriated in this subsection,
  1  9 $1,500,000 shall be used to establish a grant program
  1 10 to provide grants to local law enforcement agencies
  1 11 and existing drug task forces for the training of
  1 12 personnel and purchase of equipment relating to
  1 13 methamphetamine enforcement efforts.  The grants shall
  1 14 be used to provide training and resources to local law
  1 15 enforcement agencies, regional drug task forces, and
  1 16 volunteer medical personnel and firefighters involved
  1 17 in the investigation of clandestine methamphetamine
  1 18 laboratories.  The grants may be used to hire
  1 19 additional personnel or to purchase surveillance and
  1 20 other equipment needed by local authorities to conduct
  1 21 methamphetamine investigations.  The grant program
  1 22 shall be administered by the drug enforcement and
  1 23 abuse prevention coordinator in consultation with the
  1 24 Iowa narcotics enforcement advisory council
  1 25 established in section 80E.3.
  1 26    b.  Of the funds appropriated in this subsection,
  1 27 $500,000 shall be used for an education program
  1 28 designed to increase the availability of information
  1 29 relating to methamphetamine abuse in Iowa schools and
  1 30 throughout the media.  The funds shall assist in
  1 31 targeting an anti-methamphetamine message specifically
  1 32 to Iowa teenagers through the school system and
  1 33 through public service media advertisements.  The
  1 34 education program shall be coordinated by the drug
  1 35 enforcement and abuse prevention coordinator in
  1 36 consultation with the Iowa drug abuse prevention and
  1 37 education advisory council established in section
  1 38 80E.2.
  1 39    c.  Of the funds appropriated in this subsection,
  1 40 $500,000 shall be used to expand existing substance
  1 41 abuse treatment and rehabilitation programs, and
  1 42 establish new programs designed to assist efforts by
  1 43 methamphetamine users to overcome their addiction.
  1 44 The treatment and rehabilitation expansion effort
  1 45 shall be coordinated by the substance abuse division
  1 46 of the Iowa department of public health.
  1 47    d.  The governor's alliance on substance abuse
  1 48 shall coordinate with the Iowa department of public
  1 49 health, the department of human services, and the
  1 50 department of public safety regarding the development
  2  1 and administration of the program to combat
  2  2 methamphetamine use.  The governor's alliance on
  2  3 substance abuse shall submit a report to the governor
  2  4 and the general assembly by January 1, 2000.  The
  2  5 report shall contain an accounting of program
  2  6 expenditures, estimated methamphetamine usage rates
  2  7 before and after program implementation, investigation
  2  8 and education efforts, treatment and rehabilitation
  2  9 program referrals and success rates, and
  2 10 recommendations regarding continued efforts to combat
  2 11 methamphetamine use."
