Page 1, by inserting after line 11 the 1 6 following: 1 7 "Two of the FTEs appropriated for in this section 1 8 relate to the transition of personnel services 1 9 contractors to FTEs. The merit system provisions of 1 10 chapter 19A and the provisions of the state or union 1 11 collective bargaining agreements shall not govern 1 12 movement into these FTE positions until September 1, 1 13 1998. By striking page 22, line 8, through page 23, 1 39 line 14, and inserting the following: 1 40 "2. In addition to the amount appropriated in 1 41 subsection 1, an amount sufficient for full funding of 1 42 the amounts allocated in this subsection shall be 1 43 encumbered from the moneys appropriated to the Iowa 1 44 department of public health pursuant to section 1 45 99E.10, subsection 1, paragraph "a", as amended by 1 46 this Act. However, if the total amount appropriated 1 47 pursuant to section 99E.10, subsection 1, paragraph 1 48 "a", as amended by this Act is insufficient for full 1 49 funding of the allocations, the allocations shall be 1 50 prorated proportionately. The moneys appropriated in 2 1 subsection 1 and encumbered pursuant to this 2 2 subsection are allocated as follows: 2 3 a. For the public health nursing program: 2 4 .................................................. $ 200,000 2 5 b. For transfer to the department of public safety 2 6 to combat methamphetamine use: 2 7 .................................................. $ 236,000 2 8 (1) Of the funds allocated in this lettered 2 9 paragraph, $111,000 shall be utilized by the division 2 10 of narcotics enforcement of the department of public 2 11 safety for undercover purchases of methamphetamine by 2 12 law enforcement agency and drug task force personnel. 2 13 (2) Of the funds allocated in this lettered 2 14 paragraph, $125,000 shall be utilized by the division 2 15 of narcotics enforcement of the department of public 2 16 safety for the establishment of a methamphetamine 2 17 stoppers reward fund and hotline. Citizen informants 2 18 shall be entitled to receive up to $250 upon the 2 19 conviction of a methamphetamine dealer, and up to 2 20 $1,000 for the successful exposure of a 2 21 methamphetamine lab. The division shall develop 2 22 specific program parameters and qualification 2 23 criteria. 2 24 c. For the provision of emergency medical services 2 25 and training of emergency medical services personnel: 2 26 .................................................. $ 78,000 2 27 d. For transfer to the department of elder affairs 2 28 to be used for the recruitment, retention, 2 29 recognition, and training of care review committee 2 30 volunteers: 2 31 .................................................. $ 130,000 2 32 e. For transfer to the governor's alliance on 2 33 substance abuse for the establishment of a public 2 34 education program warning the general public about the 2 35 dangers of methamphetamine use: 2 36 .................................................. $ 150,000 2 37 f. For transfer to the governor's alliance on 2 38 substance abuse for the establishment of an education 2 39 program designed to increase the availability of 2 40 information relating to methamphetamine abuse in Iowa 2 41 schools and throughout the media: 2 42 .................................................. $ 200,000 2 43 The funds allocated in this lettered paragraph 2 44 shall be used to assist in targeting an anti- 2 45 methamphetamine message specifically to Iowa teenagers 2 46 through the school system and through public service 2 47 media advertisements, including the development of an 2 48 educational video and instructional material for use 2 49 by Iowa public school instructors. The education 2 50 program shall be coordinated by the drug enforcement 3 1 and abuse prevention coordinator in consultation with 3 2 the Iowa drug abuse prevention and education advisory 3 3 council established in section 80E.2. 3 4 g. For the surveillance of existing and emerging 3 5 infectious disease: 3 6 .................................................. $ 100,000 3 7 h. For transfer to the department of public safety 3 8 for hazardous materials response team training. The 3 9 department of public safety shall coordinate with the 3 10 Iowa state university extension engineering program 3 11 regarding development of the training program: 3 12 .................................................. $ 25,000" 3 13 #8. By striking page 23, line 32, through page 24, 3 14 line 23, and inserting the following: 3 15 "Sec. ___. Section 99D.15, Code 1997, is amended 3 16 by adding the following new subsection: 3 17 NEW SUBSECTION. 5. Of the tax revenue received by 3 18 the commission pursuant to subsections 1, 3, and 4, an 3 19 amount equal to three-tenths of one percent of the 3 20 gross sum wagered by the pari-mutuel method at each 3 21 racetrack shall be deposited in the gambling treatment 3 22 fund specified in section 99E.10, subsection 1, 3 23 paragraph "a". 3 24 Sec. ___. Section 99E.10, subsection 1, paragraph 3 25 a, Code Supplement 1997, is amended to read as 3 26 follows: 3 27 a. An amount equal to three-tenths of one percent 3 28 of the gross lottery revenue, and the amount equal to 3 29 three-tenths of one percent of the adjusted gross 3 30 receipts from excursion boat and racetrack wagering 3 31 allocated pursuant to section 99F.11, subsection 3, 3 32 shall be deposited in a gambling treatment fund in the 3 33 office of the treasurer of state. The directorof the3 34Iowa departmentof public health shall administer the 3 35 fund and shall provide that receipts are allocated on 3 36 a monthly basis to fund administrative costs and to 3 37 provide programs which may include, but are not 3 38 limited to, outpatient and follow-up treatment for 3 39 persons affected by problem gambling, rehabilitation 3 40 and residential treatment programs, information and 3 41 referral services,andeducation and preventive 3 42 services, and financial management services. Receipts 3 43 deposited in excess of one million nine hundred 3 44 thousand dollars are appropriated to the Iowa 3 45 department of public health to be expended at the 3 46 discretion of the director of public health. 3 47 Sec. ___. Section 99F.11, subsection 3, Code 1997, 3 48 is amended to read as follows: 3 49 3. Three-tenths of one percent of the adjusted 3 50 gross receipts shall be deposited in thegamblers4 1assistancegambling treatment fund specified in 4 2 section 99E.10, subsection 1, paragraph "a"." 4 3 #9.
