  1  5    #2.  Page 3, by striking lines 30 through 35 and
  1  6 inserting the following:  "may consider offsetting
  1  7 such reductions by increases in other prices provided
  1  8 that price increases for basic communications services
  1  9 do not exceed those permitted by subparagraphs (4) and
  1 10 (5)."
