  1  3    #1.  Page 2, by inserting after line 5 the
  1  4 following:
  1  5    "Consistent with the designation of English as the
  1  6 common language of the state, all instructors at
  1  7 institutions of higher education governed by the state
  1  8 board of regents must be proficient in the use of the
  1  9 English language with respect to both oral and written
  1 10 communication."
