  1  1    Amend Senate File 2295, as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 16, by inserting after line 18 the
  1  4 following:
  1  5    "Sec. ___.  DEPUTY SECRETARY OF AGRICULTURE –
  1  6 POSITION ELIMINATED, USE OF OFFICE SPACE.
  1  7    1.  The position of deputy secretary of agriculture
  1  8 is eliminated.
  1  9    2.  The office from which the position of deputy
  1 10 secretary of agriculture performed duties on January
  1 11 1, 1996, shall remain vacated until January 1, 1999.
  1 12 After that date, the office may be used in any manner
  1 13 determined appropriate by the secretary of agriculture
  1 14 in conformity with the powers and duties of the
  1 15 secretary.
  1 16    3.  The position of administrative assistant VI is
  1 17 created within the department of agriculture and land
  1 18 stewardship.  The duties of the position shall not
  1 19 include any matter relating to personnel or the
  1 20 administration of or budgeting for the department or
  1 21 its administrative units, including divisions within
  1 22 the department.  The position shall not have
  1 23 jurisdiction over the heads of the department's
  1 24 administrative units, including division directors.
  1 25 Notwithstanding chapter 19A, the person appointed to
  1 26 fill the position shall serve at the pleasure of the
  1 27 secretary of agriculture."
  1 28    #2.  Page 17, by inserting before line 10 the
  1 29 following:
  1 30    "Sec. ___.  Section 14A.1, Code 1997, is amended to
  1 31 read as follows:
  1 32    14A.1  DEPUTIES.
  1 33    The secretary, auditor, and treasurer of state, and
  1 34 secretary of agriculture may each appoint, in writing,
  1 35 any person, except one holding a state office, as
  1 36 deputy, for whose acts the appointing officer shall be
  1 37 responsible, and from whom the appointing officer
  1 38 shall require bond, which appointment and bond must be
  1 39 approved by the officer having the approval of the
  1 40 principal's bond, and such appointment may be revoked
  1 41 in the same manner.  The appointment and revocation
  1 42 shall be filed with and kept by the secretary of
  1 43 state.  The state shall pay the reasonable cost of the
  1 44 bonds required by this section.
  1 45    Sec. ___.  Section 159.14, Code 1997, is amended to
  1 46 read as follows:
  1 47    159.14  BONDS.
  1 48    The secretary shall require every inspector or
  1 49 employee who collects fees or handles funds belonging
  1 50 to the state to give an official bond, properly
  2  1 conditioned and signed by sufficient sureties, in a
  2  2 sum to be fixed by the secretary, which bond shall be
  2  3 approved by the secretary and filed in the office of
  2  4 the secretary of state.  This section shall not apply
  2  5 to the deputy secretary of agriculture.  The state
  2  6 shall pay the reasonable cost of the bonds required by
  2  7 this section."
