  1  1    Amend House File 2454 as follows:
  1  2    #1.  Page 1, by inserting before line 1 the
  1  3 following:
  1  4    "Section 1.  Section 321.20, Code Supplement 1997,
  1  5 is amended by adding the following new subsection:
  1  6    NEW SUBSECTION.  6.  Proof of financial liability
  1  7 coverage if the registration is for a motor vehicle."
  1  8    #2.  Page 5, by inserting after line 19 the
  1  9 following:
  1 10    "d.  An owner or driver cited for violation of
  1 11 subsection 1 shall also surrender such person's motor
  1 12 vehicle license to the department.  An owner or driver
  1 13 shall not have a new license issued until the person
  1 14 provides to the department proof of financial
  1 15 liability coverage."
  1 16    #3.  Page 7, by inserting after line 2 the
  1 17 following:
  1 18    "Sec. ___.  Section 321.177, Code 1997, is amended
  1 19 by adding the following new subsection:
  1 20    NEW SUBSECTION.  11.  To any person who does not at
  1 21 the time of application provide proof of financial
  1 22 liability coverage as required in section 321.20B for
  1 23 all motor vehicles owned by the person.
  1 24    Sec. ___.  Section 321A.17, subsections 1, 2, and
  1 25 3, Code 1997, are amended to read as follows:
  1 26    1.  Whenever When the department, under any a law
  1 27 of this state, suspends or revokes the license of any
  1 28 a person upon receiving record of a conviction or a
  1 29 forfeiture of bail or revokes the license of any
  1 30 person pursuant to chapter 321J, the department shall
  1 31 also suspend the registration for all motor vehicles
  1 32 registered in the name of the person, except that the
  1 33 department shall not suspend the registration, unless
  1 34 otherwise required by law, if the person has
  1 35 previously given or immediately gives and thereafter
  1 36 maintains proof of financial responsibility liability
  1 37 coverage, as defined in section 321.1, with respect to
  1 38 all motor vehicles registered by the person.
  1 39    2.  Such The license and registration shall remain
  1 40 suspended or revoked and shall not at any time
  1 41 thereafter be renewed nor shall any and a new license
  1 42 shall not be thereafter issued to such the person, nor
  1 43 shall any motor vehicle be thereafter registered in
  1 44 the name of such person until permitted under the
  1 45 motor vehicle laws of this state and not then unless
  1 46 and until the person shall give gives and thereafter
  1 47 maintain maintains proof of financial responsibility
  1 48 liability coverage, as defined in section 321.1.
  1 49    3.  If a person is not licensed, but by final order
  1 50 or judgment is convicted of or forfeits any bail or
  2  1 collateral deposited to secure an appearance for trial
  2  2 for any offense requiring the suspension or revocation
  2  3 of license, or for operating an unregistered motor
  2  4 vehicle upon the highways, no a license shall not be
  2  5 thereafter issued to such that person and no motor
  2  6 vehicle shall continue to be registered or thereafter
  2  7 be registered in the name of such person until the
  2  8 person shall give gives and thereafter maintain
  2  9 maintains proof of financial responsibility liability
  2 10 coverage, as defined in section 321.1."
