  1  1    Amend House File 726 as follows:
  1  2    #1.  Page 7, line 13, by striking the words "local
  1  3 budgets" and inserting the following:  "taxes".
  1  4    #2.  Page 14, by inserting after line 18 the
  1  5 following:
  1  6    "Sec. ___.  Section 384.22, Code 1997, is amended
  1  7 to read as follows:
  1  8    384.22  ANNUAL REPORT.
  1  9    Not later than October December 1 of each year, a
  1 10 city shall publish an annual report as provided in
  1 11 section 362.3 containing a summary for the preceding
  1 12 fiscal year of all collections and receipts, all
  1 13 accounts due the city, and all expenditures, the
  1 14 current public debt of the city, and the legal debt
  1 15 limit of the city for the current fiscal year.  The
  1 16 report shall be prepared on forms and pursuant to
  1 17 instructions prescribed by the auditor of state. A
  1 18 copy of this report must be furnished to filed with
  1 19 the auditor of state not later than December 1 of each
  1 20 year.
  1 21    A city that fails to meet the filing deadline
  1 22 imposed by this section shall have withheld from
  1 23 payments to be made to the city pursuant to chapter
  1 24 405A an amount equal to five cents per capita until
  1 25 the annual report is filed with the auditor of state."
  1 26    #3.  By renumbering as necessary.
