  1  1    Amend House File 693 as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 1, by inserting before line 1 the
  1  4 following:
  1  5    "Section 1.  Section 135.11, Code 1997, is amended
  1  6 by adding the following new subsection:
  1  7    NEW SUBSECTION.  18A.  Consult with the office of
  1  8 statewide clinical education programs at the
  1  9 university of Iowa college of medicine and annually
  1 10 submit a report to the general assembly by January 15
  1 11 verifying the number of physicians in active practice
  1 12 in Iowa by county who are engaged in providing
  1 13 obstetrical care.  To the extent data are readily
  1 14 available, the report shall include information
  1 15 concerning the number of deliveries per year by
  1 16 specialty and county, the age of physicians performing
  1 17 deliveries, and the number of current year graduates
  1 18 of the university of Iowa college of medicine and the
  1 19 university of osteopathic medicine and health sciences
  1 20 entering into residency programs in obstetrics,
  1 21 gynecology, and family practice.  The report may
  1 22 include additional data relating to access to
  1 23 obstetrical services that may be available."
  1 24    #2.  Page 1, line 6, by inserting after the figure
  1 25 "668.13" the following:  ", except for interest due
  1 26 pursuant to section 85.30 for which the rate shall be
  1 27 ten percent per year".
  1 28    #3.  Page 1, line 27, by striking the word "twelve"
  1 29 and inserting the following:  "fifteen".

  2 36    #23.  Page 9, by inserting after line 4 the
  2 37 following:
  2 38    "Sec. 13.  Section 668.13, subsection 3, Code 1997,
  2 39 is amended to read as follows:
  2 40    3.  Interest shall be calculated as of the date of
  2 41 judgment at a rate equal to the coupon issue yield
  2 42 equivalent, as determined by the United States
  2 43 secretary of the treasury, of the average accepted
  2 44 auction price for the last auction of fifty-two week
  2 45 United States treasury bills settled immediately prior
  2 46 to the date of the judgment plus two percent.  The
  2 47 state court administrator shall distribute notice
  2 48 monthly of that rate and any changes to that rate to
  2 49 all district courts.
  2 50    Sec.    .  If any provision of this Act or the
  3  1 application thereof to any person is invalid, the
  3  2 invalidity shall not affect the provisions or
  3  3 applications of this Act which can be given effect
  3  4 without the invalid provisions or application, and to
  3  5 this end the provisions of this Act are severable.
  3  6    Sec. __.  EFFECTIVE DATES.  Sections 1, 2, 3, 7, 8,
  3  7 9, 10, 11, 12, and 13 of this Act shall apply to
  3  8 actions filed after July 1, 1997.  Section 4 of this
  3  9 Act shall apply to actions filed after July 1, 1997,
  3 10 except that any cause of action having actually
  3 11 accrued as of the date of enactment of this Act shall
  3 12 be preserved according to the law applicable to the
  3 13 statute of limitations in effect at the time of
  3 14 accrual.  Sections 5 and 6 of this Act shall apply to
  3 15 all causes of action accruing on or after July 1,
  3 16 1997, and to all causes of action accruing before July
  3 17 1, 1997, and filed after July 1, 1999."
  3 18    #24.  Title page, by striking line 5 and inserting
  3 19 the following:  "actions, joint and several liability,
  3 20 and providing effective dates."
  3 21    #25.  By renumbering, relettering, or redesignating
  3 22 and correcting internal references as necessary.
