  2 13 with section 232.143 as the budget target to each of
  2 14 the department's regions shall constitute the region's
  2 15 annual budget for group foster care.  The
  2 16 representatives appointed by the department of human
  2 17 services and the juvenile court to establish the plan
  2 18 to contain expenditures for children placed in group
  2 19 foster care ordered by the court within the budget
  2 20 target allocated to the region shall establish the
  2 21 plan in a manner so as to ensure the moneys allocated
  2 22 to the region under section 232.141 shall last the
  2 23 entire fiscal year."
  2 24    #19.  Page 28, line 7, by striking the words "a
  2 25 outcomes-based" and inserting the following:
  2 26 "juvenile court, and other interested parties, an
  2 27 outcomes-based".
  2 28    #20.  Page 29, line 14, by inserting after the
  2 29 figure "1998." The following:  "The department may
  2 30 adopt emergency administrative rules to implement this
  2 31 subsection."
  2 32    #21.  Page 29, by striking lines 23 through 25 and
  2 33 inserting the following:  "regarding the development
  2 34 of a new model for determining rehabilitative needs in
  2 35 place of clinical assessment and treatment teams.  The
  2 36 department shall implement the new model on or before
  2 37 June 30, 1998, in a manner so as to reduce".

  3  7 detailing the items for which these funds would have
  3  8 been utilized and shall include this report with the
  3  9 preliminary report submitted pursuant to subparagraph
  3 10 (5) in January 1998."

  3 30 more than $36,400 shall be used for administrative
  3 31 costs.  The pilot project and any federal home and
  3 32 community-based waiver developed under the medical
  3 33 assistance program shall not be implemented in a
  3 34 manner which would require additional county or state
  3 35 costs for assistance provided to an individual served
  3 36 under the pilot project or the waiver.
  3 37    It is the intent of the general assembly that for
  3 38 any new applicants for personal assistance, priority
  3 39 shall be given to providing assistance to individuals
  3 40 for education, job training, and other forms of
  3 41 employment support.  It is also the intent of the
  3 42 general assembly that if other programs become
  3 43 available which provide similar services, current
  3 44 recipients of personal assistance for whom these
  3 45 similar services are appropriate shall be assisted in
  3 46 attaining eligibility for these programs."

  4 12    1.  The legislative council is requested to
  4 13 continue the task force established for the 1996
  4 14 interim of the general assembly in order to develop a
  4 15 comprehensive proposal to accomplish all of the
  4 16 following:
  4 17    a.  Devolution of the control of service delivery
  4 18 to the local level.
  4 19    b.  Elimination of program duplication within the
  4 20 department of human services and between the
  4 21 department of human services and other departments
  4 22 including but not limited to the Iowa department of
  4 23 public health, the department of education, and the
  4 24 judicial department.
  4 25    c.  Reduction of paperwork, red-tape, and
  4 26 bureaucracy to improve the quality of services
  4 27 delivery and consumer satisfaction.
  4 28    d. Evaluation of the adherence of the department of
  4 29 human services to the department's mission statement.
  4 30    2.  In addition, the task force may address the
  4 31 following topics:  granting local authority to deliver
  4 32 public services, use of public institutions and
  4 33 facilities, the possibility of creating an agency for
  4 34 disability and rehabilitation services, and
  4 35 development of a "seamless" system for referral of
  4 36 families to child day care resources and public
  4 37 financial assistance and collaborative programs."
  4 38    #37.  Page 51, line 27, by striking the word
  4 39 "January" and inserting the following:  "July".
  4 40    #38.  Page 52, line 2, by inserting after the word
  4 41 "care," the following:  "in-home services and other
  4 42 support,".
  4 43    #39.  Page 52, by striking lines 10 through 18 and

  4 45    "Sec.    .  MENTAL HEALTH – CHILDREN.  The mental
  4 46 health and developmental disabilities commission, the
  4 47 council on human services, and the state-county
  4 48 management committee, shall review mental health
  4 49 services for children with the goal of assuring
  4 50 coordination and provision of effective services.  The
  5  1 commission, council, and committee shall submit a
  5  2 report of findings and recommendations, which shall
  5  3 include recommendations for proposed legislation, to
  5  4 the general assembly on or before December 15, 1997."
