  1  1    Amend House File 708 as follows:
  1  2    #1.  Page 7, line 6, by inserting after the word
  1  3 "operations." the following:  "As a condition of this
  1  4 allocation the department of natural resources shall,
  1  5 by rule adopted pursuant to chapter 17A, establish a
  1  6 program to inspect earthen structures used to store
  1  7 manure which must be constructed pursuant to a permit
  1  8 issued by the department, including anaerobic lagoons
  1  9 and earthen manure storage basins, which are part of
  1 10 animal feeding operations.  The program shall require
  1 11 an earthen structure to be inspected by the department
  1 12 at least once each twelve months."
