PAG LIN 1 1 Amend House File 544 as follows: 1 2 #1. By striking page 1, line 10, through page 3, 1 3 line 22, and inserting the following: 1 4 "Section . Section 232.88, Code 1997, is 1 5 amended to read as follows: 1 6 232.88 SUMMONS, NOTICE, SUBPOENAS, AND SERVICES. 1 7 After a petition has been filed the court shall 1 8 issue and serve summons, notice, subpoenas, and other 1 9 process in the same manner as for adjudicatory 1 10 hearings in cases of juvenile delinquency as provided 1 11 in section 232.37. In addition to the persons 1 12 required to be provided notice under section 232.37, 1 13 notice for any hearing under this division shall be 1 14 provided to the agency, facility, institution, or 1 15 person, including a foster parent or an individual 1 16 providing preadoptive care, with whom a child has been 1 17 placedfor the purposes of foster care. 1 18 Sec. . Section 232.91, subsection 2, Code 1997, 1 19 is amended to read as follows: 1 20 2. An agency, facility, institution, or person, 1 21 including a foster parent or an individual providing 1 22 preadoptive care, may petition the court to be made a 1 23 party to proceedings under this division. 1 24 Sec. . Section 232.147, subsection 3, Code 1 25 1997, is amended by adding the following new 1 26 paragraph: 1 27 NEW PARAGRAPH. g. The child's foster parent or an 1 28 individual providing preadoptive care to the child. 1 29 Sec. . Section 237.3, subsection 2, Code 1997, 1 30 is amended by adding the following new paragraph: 1 31 NEW PARAGRAPH. k. Elements of a foster care 1 32 placement agreement or preadoptive care agreement 1 33 outlining the rights and responsibilities of a 1 34 licensee. 1 35 Sec. . Section 237.20, subsection 1, Code 1997, 1 36 is amended by adding the following new paragraph: 1 37 NEW PARAGRAPH. e. The compliance of the 1 38 interested parties with the decision-making rights and 1 39 responsibilities contained in the foster care or 1 40 preadoptive care agreement applicable to a child. 1 41 Sec. . FOSTER AND PREADOPTIVE CARE. The 1 42 department of human services, in conjunction with the 1 43 foster and adoptive parents association, the state 1 44 citizen foster care review board, and providers of 1 45 foster care and adoption services, shall develop 1 46 clear, concise, and consistent written standards 1 47 relating to the rights and responsibilities of 1 48 families who provide foster or preadoptive care. 1 49 1. The standards shall include but are not limited 1 50 to identification of the decision-making 2 1 responsibility for all of the following: 2 2 a. Food. 2 3 b. Clothing. 2 4 c. Housing. 2 5 d. Education. 2 6 e. Medical care. 2 7 f. Dental care. 2 8 g. Mental health care. 2 9 h. Cultural activities. 2 10 i. Recreational activities. 2 11 j. Child day care. 2 12 k. Family activities. 2 13 l. Life skill training. 2 14 2. The standards developed in accordance with this 2 15 section shall be incorporated into the department's 2 16 placement agreements for foster care and preadoptive 2 17 care on or before January 1, 1998." 2 18 #2.
