Survey the status of Iowa farmland and natural areas over the past 20 years to determine how much of these areas has been converted to residential, commercial, or industrial use and perform other activities outlined in HCR 21. The survey shall also report on the agricultural quality of the farmland converted to these uses. Survey the problems facing the state's cities and the effectiveness of local planning and zoning laws. Survey property developers and local government agencies to seek their advice on solutions to local planning problems.
