STUDIES COMMITTEE OF THE LEGISLATIVE COUNCIL

May 21 -- First Meeting for 1997-1998

COMMITTEE BUSINESS

1. Procedural Business.
The first meeting of the Studies Committee of the Legislative Council for 1997-1998 was called to order by Temporary Chairperson Representative Chuck Gipp at 11:31 a.m. on Wednesday, May 27, 1997, in Room 24 of the State Capitol Building in Des Moines, Iowa.
Election of Chair and Vice-chair. Representative Van Maanen moved that Representative Gipp be elected Chairperson. The motion was adopted without discussion or dissent. Representative Van Maanen also moved that Senator Iverson be elected Vice Chairperson. The motion was also adopted without discussion or dissent.
Adjournment. The Committee was adjourned at 11:48 a.m.
2. Interim Committee Guidelines.
Chairperson Gipp noted that the next order of business was the adoption of proposed guidelines for interim committees. The proposed guidelines were distributed to members and are on file in the Legislative Service Bureau. With regard to the proposed changes from the 1995-1996 guidelines relating to "Approval of Meetings Outside Des Moines" and "Approval of Expenses For Speakers and Consulting Work", Representative Schrader expressed his preference for having legislative leadership provide approval. Representative Schrader's suggestion was moved and adopted without dissent. Vice-chairperson Iverson then moved the adoption of the proposed guidelines as amended. The motion was adopted by voice vote without dissent.
3. Interim Studies.
Chairperson Gipp informed the members that the Committee would not authorize any studies at the May meeting. With the approval of the rest of the members, Chairperson Gipp directed the Legislative Service Bureau to identify for the Committee similar studies to those listed in the Studies Compilation prepared by the Bureau and the years when so conducted.
A copy of the Committee's report and its recommendations is attached to, and by this reference made a part of, these minutes.
