COMMITTEE BUSINESS

1. Procedural Business.

Call to order. Temporary Chairperson Jensen called the Capital Projects Committee of the Legislative Council to order at 1:07 p.m. on Wednesday, June 25, 1997, in Committee Room 24, State Capitol, Des Moines, Iowa.

Election of Chairperson and Vice Chairperson. Upon motion of Representative Murphy, second by Senator Boettger, Senator Jensen and Representative Gipp were elected Chairperson and Vice Chairperson, respectively.

Adjournment. The meeting was adjourned at 1:55 p.m.

2. Update on Capitol Restoration.

Mr. Tom Johnson and Mr. Dave Ancell from the Department of General Services provided an update of Capitol Complex restoration and renovation projects. Those projects include renovation of the Capitol, Lucas Building, Old Historical Building, and parking areas. Representative Gipp stated the position of the Committee on behalf of the Legislative Council and the General Assembly that legislative staff should not be separated from the activities of the General Assembly in the State Capitol and their offices should remain in the Capitol. The Committee was informed that restoration in progress can continue and will be compatible with future decisions concerning the locations of various state departments and agencies. The Committee was also updated as to activities of the Supreme Court associated with determining the Court's space needs.

3. Capital Projects Work Group Membership.

The Committee was informed of the membership of the Capital Projects Work Group established by the Legislative Council at its May 21, 1997, meeting. The Work Group consists of Senator Jensen, Senator Patty Judge, Representative Gipp, and Representative Murphy. Senator Judge was also in attendance at this meeting.

4. Review of Legislative Council Action at May 21, 1997, Meeting.

Mr. Mark Johnson, Legislative Service Bureau, briefly reviewed the action taken by the Legislative Council at its May 21, 1997, meeting in adopting a resolution related to Capitol renovation projects, Capitol space usage, and the creation of the Capital Projects Work Group.

5. Review of Capitol Accessibility Issues.

Mr. Grant Dugdale, Iowa Attorney General's Office, updated the Committee on accessibility issues associated with a U.S. Department of Justice evaluation of the state's compliance with the federal Americans With Disabilities Act. Mr. Dugdale indicated that the primary issue facing the state is the accessibility of certain meeting rooms in the Capitol.
