                   Des Moines, Iowa, Thursday, March 28, 1996



         The Senate met in regular session at 9:09 a.m., President Boswell
    presiding.

         Prayer was offered by the Reverend David Ohrt, pastor of the United
    Methodist Church, Woodward, Iowa.

         The Journal of Wednesday, March 27, 1996, was approved.



                      HOUSE MESSAGE RECEIVED AND CONSIDERED

         The following message was received from the Chief Clerk of the
    House:

         MR. PRESIDENT: I am directed to inform your honorable body that the
    House has on March 28, 1996, adopted the following resolution in which
    the concurrence of the Senate is asked:

         House Concurrent Resolution 122, a concurrent resolution to
    designate March 29, 1996, Iowa State Flag Day.

         This resolution was read first time and assigned to committee on
    State Government.



                                   QUORUM CALL

         Senator Horn requested a non record roll call to determine that a
    quorum was present.

         The vote revealed 40 present, 10 absent and a quorum present.
