    act relating to appropriations for the department of human services and
    the prevention of disabilities policy council and including other
    provisions and appropriations involving human services and health care
    and providing for effective and applicability dates.

         Read first time and placed on Appropriations Calendar.

    Senate File 2220

         The Senate resumed consideration of Senate File 2220, a bill for an
    act relating to environmental protection and public health, by providing
    for the regulation of animal feeding operations, including confinement
    swine feeding operations, and the application of manure, including
    regulation by the department of natural resources and other entities,
    providing for the applicability of certain provisions, providing for the
    applicability of penalties, and providing for an effective date,
    deferred March 4, 1996.

         Senator Iverson asked and received unanimous consent that action on
    amendment S-5169 filed by him on March 5, 1996, to strike everything
    after the enacting clause and to the title page of the bill be deferred.

         Senator Iverson offered amendment S-5238 filed by him on March 6,
    1996, to strike everything after the enacting clause and to the title
    page of the bill.

         Senator Judge raised the point of order that amendment S-5238 was
    not germane to the bill.

         The Chair ruled the point well taken and amendment S-5238 out of
    order.
