         The Senate met in regular session at 1:42 p.m., President Boswell
    presiding.

         Prayer was offered by the Reverend David Renfro, pastor of the St.
    Paul Lutheran Church, Aurelia, Iowa.

         The Journal of Thursday, February 29, 1996, was approved.



                                LEAVES OF ABSENCE

         Leaves of absence were granted as follows:

         Senators Boettger and Maddox until they arrive on request of
    Senator Rife; Senator Vilsack until he arrives on request of Senator
    Bisignano and Senator Kramer until she arrives on request of Senator
    Borlaug.



                              INTRODUCTION OF BILLS

         Senate File 2382, by committee on Human Resources, a bill for  an
    act creating an Iowa healthy kids corporation for health services and
    health coverage of children, providing a penalty, and making an
    appropriation.

         Read first time and placed on calendar.

         Senate File 2383, by committee on Judiciary, a bill for  an act
    relating to search warrants, including creating an exception to the
    exclusionary rule and allowing the issuance of a search warrant
    conditioned upon the occurrence of an anticipated future event.

         Read first time and placed on calendar.

         Senate File 2384, by committee on State Government, a bill for  an
    act relating to matters within the jurisdiction of the Iowa ethics and
    campaign disclosure board, by providing for certain changes in reporting
