                   Des Moines, Iowa, Friday, February 10, 1995



         The Senate met in regular session at 9:12 a.m., President Boswell
    presiding.

         Prayer was offered by the Honorable John Jensen, member of the
    Senate from Bremer County, Plainfield, Iowa.

         The Journal of Thursday, February 9, 1995, was approved.



                                LEAVES OF ABSENCE

         Leaves of absence were granted as follows:

         Senators Rensink and Borlaug for the day on request of Senator
    Jensen and Senator Lundby until she arrives on request of Senator Bartz.



                     NEW APPOINTMENT TO CONFERENCE COMMITTEE

         President Boswell announced that Senator Neuhauser would be
    replacing Senator Murphy as a member of the conference committee
    appointed February 9, 1995, on Senate File 17.



                                   QUORUM CALL

         Senator Horn requested a non record roll call to determine that a
    quorum was present.

         The vote revealed 41 present, 9 absent and a quorum present.

         The Senate stood at ease at 9:28 a.m. until the fall of the gavel.

         The Senate resumed session at 10:39 a.m., President Boswell
    presiding.
                              INTRODUCTION OF BILLS

         Senate File 134, by Maddox, a bill for  an act relating to
    requirements for sponsors of gun shows and providing penalties for
    failure of gun show sponsors to meet the requirements.

         Read first time and passed on file.

         Senate File 135, by McKean, a bill for  an act relating to travel
    expenses as a separate line item in the budgets of the institutions of
    higher learning under the control of the state board of regents.

         Read first time and passed on file.



                                LEAVES OF ABSENCE

         Leaves of absence were granted as follows:

         Senators Gettings and Szymoniak for the remainder of the day on
    request of Senator Sorensen.



                                   QUORUM CALL

         Senator Horn requested a non record roll call to determine that a
    quorum was present.

         The vote revealed 39 present, 11 absent and a quorum present.



                              INTRODUCTION OF BILL

         Senate File 136, by Black and Hansen, a bill for  an act relating
    to the creation of real estate improvement districts, providing for the
    election of boards of trustees, providing for the powers and duties of
    the trustees, authorizing the issuance of general obligation bonds and
    revenue bonds, authorizing the imposition of ad valorem property taxes,
    special assessments, and fees, and making provisions for other properly
    related matters.

         Read first time and passed on file.
                             HOUSE MESSAGES RECEIVED

         The following messages were received from the Chief Clerk of the
    House:

         MR. PRESIDENT: I am directed to inform your honorable body that the
    House has on February 8, 1995, amended and adopted the following
    resolution in which the concurrence of the Senate is asked:

         Senate Concurrent Resolution 6, a concurrent resolution objecting
    to a plan proposed by the United States Corps of Engineers to
    dramatically alter the operation of the Missouri River, and to request
    that the current operation of the river be maintained or that an
    alternative plan be considered that does not negatively impact upon the
    effective operation of the river (S-3056).

         ALSO: That the House has on February 8, 1995, passed the following
    bill in which the concurrence of the House was asked:

         Senate File 45, a bill for  an act changing the name of the league
    of Iowa municipalities to the Iowa league of cities.
