         Senator Jensen offered amendment S-3643 filed by Senators Jensen
    and McLaren from the floor to pages 1 and 2 of the bill.

         Senator Vilsack raised the point of order that amendment S-3643 was
    not germane to the bill.

         The Chair ruled the point well taken and amendment S-3643 out of
    order.

         Senator Kramer offered amendment S-3644 filed by Senators Kramer,
    et al., from the floor to page 1 of the bill and moved its adoption.

         A record roll call was requested.

         On the question Shall amendment S-3644 be adopted? (H.F. 578) the
    vote was:

         Rule 23, requiring all Senators present to vote except those who
    express a conflict of interest, was invoked.
