    while operating a motor vehicle, providing for the impoundment or
    immobilization of motor vehicles driven or owned by persons convicted of
    operating while intoxicated and being a second or subsequent offender,
    providing criminal penalties, and other related matters.



                              MOTION TO RECONSIDER

         MR. PRESIDENT: I move to reconsider the vote by which House File
    159 passed the Senate on April 20, 1995.

                          PRESENTATION OF SPECIAL GUEST

         Senator McLaren presented K.R. Sinha, Consul General of India. He
    organized a conference sponsored by the Des Moines Chamber of Commerce
    on Doing Business in India, where many Iowa businesses were represented.
