    Recommendation: DO PASS.

    Final Vote: Ayes, 15: Palmer, Husak, Bennett, Connolly, Deluhery, Drake,
    Freeman, Hedge, Iverson, McLaren, Murphy, Neuhauser, Priebe, Szymoniak
    and Vilsack. Nays, none.

    Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.

         On motion of Senator Priebe, House File 519, a bill for an act
    providing for the regulation of animal feeding operations, fees, the
    expenditure of moneys, penalties, and an effective date, with reports of
    committee on Agriculture dated April 6 and April 12, 1995, without
    recommendation; placed on the Unfinished Business Calendar on April 13,
    1995; referred to the committee on Agriculture on April 13, 1995; with
    report of committee on Agriculture dated April 17, 1995, recommending
    amendment and passage; with report of committee on Natural Resources
    dated April 20, 1995, recommending amendment and passage; and report of
    committee on Ways and Means dated April 20, 1995, recommending passage,
    was taken up for consideration.

         Senator Priebe offered amendment S-3484 filed by the committee on
    Agriculture on April 18, 1995, to pages 1-23 and 25 of the bill.

         Senator Fink offered amendment S-3512 filed by the committee on
    Natural Resources from the floor to amendment S-3484 and called for a
    division: lines 4-22 as division S-3512A and lines 23-25 as division
    S-3512B.
