         The Senate met in regular session at 9:24 a.m., President Boswell
    presiding.

         Prayer was offered by the Reverend Richard Schaffer, pastor of the
    Vail Presbyterian Church, Vail, Iowa.

         The Journal of Wednesday, April 19, 1995, was approved.



                                   QUORUM CALL

         Senator Horn requested a non record roll call to determine that a
    quorum was present.

         The vote revealed 44 present, 6 absent and a quorum present.



                               UNFINISHED BUSINESS

                            (Deferred April 19, 1995)

    Senate File 477

         The Senate resumed consideration of Senate File 477, a bill for an
    act establishing an oversight, audit and government reform committee,
    and providing an effective date, deferred April 19, 1995.

         Senator Bennett withdrew amendment S-3504 filed by him on April 19,
    1995, to pages 1-4 of the bill.

         The Chair ruled amendment S-3485 filed by Senator Bennett on April
    18, 1995, to pages 1-8 of the bill, out of order.

         Senator Lundby withdrew amendment S-3483 filed by her on April 18,
    1995, to pages 1, 8 and the title page of the bill.
