         The bill having received a constitutional majority was declared to
    have passed the Senate and the title was agreed to.

         The motion to reconsider House File 485 filed by Senator Gronstal
    on April 11, 1995, and found on page 1128 of the Senate Journal, was out
    of order.

         Senator McKean asked and received unanimous consent that Senate
    File 452 be withdrawn from further consideration of the Senate.



                              IMMEDIATELY MESSAGED

         Senator Horn asked and received unanimous consent that Senate Files
    290, 483, 476 and House File 485 be immediately messaged to the House,
    and to send an immediate message to the House on Senate File 409.

         Senator Horn asked and received unanimous consent to take up for
    consideration House File 481.

    House File 481

         On motion of Senator Neuhauser, House File 481, a bill for  an act
    appropriating federal funds made available from federal block grants and
    other federal grants, allocating portions of federal block grants, and
    providing procedures if federal funds are more or less than anticipated
