    Final Bill Action: SENATE FILE 410, a bill for  an act relating to
    health care and health care coverage by establishing a health education
    and advocacy program, by requiring certain disclosure by providers of
    health care coverage, prohibiting the use of premium income for certain
    purposes, and establishing complaint procedures.

    Recommendation: AMEND AND DO PASS AS PROVIDED IN AMENDMENT S-3291.

    Final Vote: Ayes, 8: Szymoniak, Hammond, Boettger, Bartz, Dvorksy,
    Kramer, Neuhauser and Tinsman. Nays, 1: Hansen. Absent or not voting, 1:
    Vilsack.

    Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.



    STATE GOVERNMENT

    Final Bill Action: SENATE CONCURRENT RESOLUTION 25, a concurrent
    resolution urging the release of two United States citizens, including
    one Iowan, from confinement in Iraq.

    Recommendation: DO PASS.

    Final Vote: Ayes, 13: Gronstal, Kibbie, Rittmer, Bennett, Bisignano,
    Connolly, Dearden, Drake, Fink, Halvorson, Lind, McLaren and Sorensen.
    Nays, none. Absent or not voting, 2: Giannetto and Lundby.

    Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.



    WAYS AND MEANS

    Final Bill Action: SENATE FILE 360, a bill for an act to increase the
    fee for the transfer of property in county transfer records.

    Recommendation: AMEND AND DO PASS AS PROVIDED IN AMENDMENT S-3289.

    Final Vote: Ayes, 13: Palmer, Husak, Bennett, Connolly, Deluhery, Drake,
    Freeman, Hedge, Iverson, McLaren, Neuhauser, Priebe and Vilsack. Nays,
