         Relating to the regulation of cemetery operators and the regulation
    of perpetual care cemeteries and nonperpetual care cemeteries,
    establishing fees and use of those fees, and providing penalties.

         Education

         Relating to school finances by establishing a formula for
    determining the state percent of growth for purposes of the state school
    foundation program, increasing the regular program district cost
    guarantee for the school budget year commencing July 1, 1995, making an
    appropriation, and by transferring Iowa educational excellence program
    phase III moneys to phase II and providing effective and applicability
    date provisions.
