         The Senate stood at ease at 9:17 a.m. until the fall of the gavel
    for the purpose of party caucuses.

         The Senate resumed session at 9:55 a.m., President Boswell
    presiding.

                             CONSIDERATION OF BILLS

                               (Regular Calendar)

         Senator Horn asked and received unanimous consent to take up for
    consideration House File 2.

    House File 2

         On motion of Senator Bisignano, House File 2, a bill for  an act
    applying the death penalty or life imprisonment for the offense of first
    degree murder, by establishing circumstances under which the death
    penalty will be applied, by providing a minimum age for imposition of a
    death sentence, by providing for review of death sentences, by providing
    for execution by lethal injection, by amending the rules of criminal
    procedure, and by providing an effective date and for the Acts
    applicability, with report of committee without  recommendation, was
    taken up for consideration.

         Senator Neuhauser withdrew amendment S-3088 filed by her on March
    1, 1995, to pages 1 and 4 of the bill.

         Senator Maddox offered amendment S-3090 filed by him from the floor
    to pages 1 and 16 of the bill and moved its adoption.

         Amendment S-3090 was adopted by a voice vote.

         Senator Halvorson offered amendment S-3085 filed by him on March 1,
    1995, to pages 10 and 19 of the bill and moved its adoption.

         Amendment S-3085 lost by a voice vote.

         Senator McKean offered amendment S-3089 filed by him from the floor
    to pages 13 and 14 of the bill.

         Senator Banks asked and received unanimous consent that action  on
    amendment S-3089 and House File 2 be deferred.
