Page 1, by striking lines 12 through 22 and 3 inserting the following: "publishedin one or more4newspapersnot less than ten nor more than twenty days 5 before the public hearing. For the purpose of6establishing and giving assured circulation to the7proceedings, onlyin a newspaper which is a newspaper 8 of general circulationissued at a regular frequency,9distributed in the school district's area, and10regularly delivered or mailed through the post office11during the preceding two years may be used for the12publicationin the school district.In addition,the13newspaper must have a list of subscribers who have14paid, or promised to pay, at more than a nominal rate,
