AFTERNOON SESSION The House reconvened at 12:50 p.m., Speaker pro tempore Van Maanen of Marion in the chair. BUSINESS PENDING AT RECESS Special Order The House resumed consideration of House Joint Resolution 14, a joint resolution proposing an amendment to the Constitution of the State of Iowa relating to protection of taxpayers' rights by limiting the growth rate of taxes, revenue, and spending of the state and local governments and by increasing the people's control over taxes, revenue, and spending of the state and local governments, pending at recess. QUORUM CALL A non-record roll call was requested to determine that a quorum was present. The vote revealed fifty-eight members present, forty-two absent. Millage of Scott in the chair at 12:58 p.m. Myers of Johnson offered the following amendment H-3238 filed by him and moved its adoption:
