 6   registered voters of the city equal in number to not
 7   less than twenty-five percent of the persons who voted
 8   at the last preceding city election.
 9     The right to request reconsideration of city
10   ordinances shall not extend to the following:
11     a.  Any ordinance primarily of an administrative
12   nature, including one that sets the salaries of city
13   officers or employees.
14     b.  The collection and expenditure of revenue by
15   the city.
16     c.  The creation and payment of public debt.
17     d.  The letting of contracts and granting of
18   franchises pursuant to this section.
19     e.  Any ordinance required to be enacted by state
20   or federal law.
21     f.  Amendments affecting the city zoning
22   ordinance."
23     2.  Title page, line 1, by striking the words
24   "eligible electors" and inserting the following:
25   "registered voters".
26     3.  Title page, line 2, by striking the words
27   "propose or".
Amendment H-3461 was adopted.
Hanson of Black Hawk moved that the bill be read a last time now
and placed upon its passage which motion prevailed and the bill
was read a last time.
