specifying requirements for out-of-state committee filings,
prohibiting political committees from supporting a single

materials by nonregistered entities, including federal
corporations under corporate activity prohibitions, allowing
candidates to donate funds to political subdivisions, providing
for the establishment of ethics and campaign disclosure board
