A communication was received from the Governor announcing that
on February 13, 1995, he approved and transmitted to the
Secretary of State the following bill:
House File 3, an act relating to the state banner.

I was necessarily absent from the House chamber on Thursday
evening, February 9, 1995. Had I been present, I would have
voted "aye"  on Senate File 13.
