PAG LIN 1 1 SENATE CONCURRENT RESOLUTION NO. 1 2 BY (PROPOSED COMMITTEE ON COMMUNICATION AND 1 3 INFORMATION POLICY BY CHAIRPERSON DVORSKY) 1 4 A Concurrent Resolution recognizing the League of Women 1 5 Voters of Iowa and Cornell College for their efforts 1 6 in creating an Internet-accessible system for 1 7 obtaining legislative information. 1 8 WHEREAS, an enlightened citizenry is an indispensable 1 9 ingredient of the infrastructure of democracy; and 1 10 WHEREAS, the Internet, a federated system, composed of 1 11 allied computer networks, that connects governmental, 1 12 educational, scientific, and commercial institutions, is 1 13 rapidly expanding to serve as a critical channel of 1 14 communication which allows persons immediate access to 1 15 information, issues, and decisions that have a profound impact 1 16 upon the course of public policy and the lives of Iowa's 1 17 citizens; and 1 18 WHEREAS, the League of Women Voters of Iowa, established in 1 19 1920, and Cornell College, founded in 1853, have been devoted 1 20 to the public causes of supporting learning, promoting 1 21 democratic values, and encouraging open access to information 1 22 and the expression of opinions essential for self-government; 1 23 and 1 24 WHEREAS, since 1994, the League of Women Voters of Iowa and 1 25 Cornell College have been jointly dedicated to establishing an 1 26 Internet-accessible system to allow citizens of this state to 1 27 access legislative information, including statutes and 1 28 legislative proposals; and 1 29 WHEREAS, in 1996, the League of Women Voters of Iowa and 1 30 Cornell College presented this system for use and operation by 1 31 the General Assembly in order to ensure free and open access 1 32 of legislative information to Iowa's citizenry; NOW THEREFORE, 1 33 BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES 1 34 CONCURRING, That the General Assembly recognizes the 1 35 contribution that the League of Women Voters of Iowa and 2 1 Cornell College have made to this state, including affording 2 2 citizens of the state a greater opportunity to access law and 2 3 legislation and to participate in our democratic system of 2 4 government; and 2 5 BE IT FURTHER RESOLVED, That copies of this resolution be 2 6 sent by the Secretary of the Senate to the President of the 2 7 League of Women Voters of Iowa, and to the President of 2 8 Cornell College. 2 9 LSB 4390SC 76 2 10 da/jj/8
