1 1 Section 1. CERTIFICATION OF DEAF AND HARD-OF-HEARING
1 2 INTERPRETERS &endash; STUDY. The division of deaf services of the
1 3 department of human rights, in cooperation with the department
1 4 of education, shall conduct a study to determine what
1 5 qualifications and standards should be used to establish that
1 6 a deaf or hard-of-hearing interpreter is qualified to perform
1 7 deaf and hard-of-hearing interpreter services. In conducting
1 8 the study, the division shall seek input from as many
1 9 individuals with knowledge of this issue as possible,
1 10 including community college instructors of interpreters,
1 11 organizations concerned with deaf and hard-of-hearing persons,
1 12 the Iowa commission on the deaf, and a representative of the
1 13 judicial department. The division shall submit a report of
1 14 its findings and recommendations to the general assembly by
1 15 January 13, 1997. Staffing for the study shall be provided
1 16 jointly by the department of education and the division of
1 17 deaf services of the department of human rights.
1 18 EXPLANATION
1 19 This bill requires the division of deaf services of the
1 20 department of human rights, in cooperation with the department
1 21 of education, to conduct a study concerning establishing
1 22 qualification standards for deaf and hard-of-hearing
1 23 interpreters and to submit a report on its recommendations to
1 24 the general assembly by January 13, 1997.
