  1  1    Section 1.  Section 257.1, subsection 2, unnumbered
  1  2 paragraph 2, Code Supplement 1995, is amended to read as
  1  3 follows:
  1  4    For the budget year commencing July 1, 1991 1996, and for
  1  5 each succeeding budget year the regular program foundation
  1  6 base per pupil is eighty-three percent of the regular program
  1  7 state cost per pupil, except that the regular program
  1  8 foundation base per pupil for the portion of weighted
  1  9 enrollment that is additional enrollment because of special
  1 10 education is seventy-nine percent of the regular program state
  1 11 cost per pupil.  For the budget year commencing July 1, 1991
  1 12 1996, and for each succeeding budget year the special
  1 13 education support services foundation base is seventy-nine
  1 14 eighty-three percent of the special education support services
  1 15 state cost per pupil.  The combined foundation base is the sum
  1 16 of the regular program foundation base and the special
  1 17 education support services foundation base.
  1 18    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 19 immediate importance, takes effect upon enactment for
  1 20 calculating state foundation aid for school budget years
  1 21 commencing on or after July 1, 1996.  
  1 22                           EXPLANATION
  1 23    This bill increases the foundation base level relating to
  1 24 special education from 79 to 83 percent of the special
  1 25 education support services cost per pupil and from 79 to 83
  1 26 percent of the regular program cost per pupil for the portion
  1 27 of weighted enrollment because of special education beginning
  1 28 July 1, 1996.
