  1  2        BY  (PROPOSED COMMITTEE ON AGRICULTURE RESOLUTION
  1  3                     BY CHAIRPERSON PRIEBE)
  1  4 A Resolution posthumously honoring Mr. Robert Pim, and
  1  5    recognizing his many contributions to agriculture.
  1  6    WHEREAS, Mr. Robert Pim, during his distinguished lifetime,
  1  7 contributed to agriculture and to the quality of life enjoyed
  1  8 by Iowans, by serving the interests of agriculture and
  1  9 agricultural producers in this state and the nation, as a
  1 10 private citizen, and in public service as an official of the
  1 11 Farmers Home Administration, United States Department of
  1 12 Agriculture; and
  1 13    WHEREAS, Mr. Pim began his career in 1955 as assistant
  1 14 county supervisor in Lucas County, where his great-grandfather
  1 15 founded Mr. Pim's family farm in 1858; and
  1 16    WHEREAS, Mr. Pim followed his father's commitment to public
  1 17 service, who served in the Iowa General Assembly during the
  1 18 1950s; and
  1 19    WHEREAS, Mr. Pim served as an official in the Farmers Home
  1 20 Administration (FmHA) for 30 years, and served as state
  1 21 director for 20 years, heading the state office from 1969 to
  1 22 1977 and from 1981 until his retirement in 1993; and
  1 23    WHEREAS, during Iowa's farm crisis, Mr. Pim worked
  1 24 tirelessly as the head of Iowa's lender of last resort during
  1 25 which Iowa administered the largest FmHA guaranteed loan
  1 26 program in the nation; and
  1 27    WHEREAS, Mr. Pim's vigorous commitment to agricultural
  1 28 producers and his deep sense of compassion combined with his
  1 29 practical counsel and efficient administration helped ensure
  1 30 the survival of many farming operations, including through
  1 31 debt restructuring, and in many cases ensuring the least
  1 32 painful transition possible for those who could no longer stay
  1 33 on the farm, during a period of agricultural depression when
  1 34 the office's farm loan portfolio climbed to $750 million in
  1 35 1986 and when more than one-third of its borrowers were
  2  1 considered to be in extremely serious financial trouble; and
  2  2    WHEREAS, Mr. Pim worked with agricultural producers,
  2  3 agricultural organizations, agribusinesses, and business
  2  4 organizations, in creating a network of cooperation and
  2  5 understanding among various segments of agriculture and
  2  6 business, including by fostering the development and
  2  7 prominence of the National Forum for Agriculture which
  2  8 provides a continuing opportunity for farm leaders to discuss
  2  9 major issues affecting agriculture; and
  2 10    WHEREAS, Mr. Pim's devotion to the best interests of
  2 11 agriculture was reflected in the commitment and hard work that
  2 12 he demonstrated all his life in laboring on and managing his
  2 13 family farm, and in his long association with the Iowa
  2 14 Cattlemen's Association and the Iowa State Fair; and
  2 15    WHEREAS, Mr. Pim has been praised by numerous persons, and
  2 16 has received tributes and honors from many organizations
  2 17 respecting his commitment to agriculture and his advocacy of
  2 18 farmers, including beginning farmers, and economic prosperity
  2 19 for rural Iowa; and
  2 20    WHEREAS, the tragic death of Mr. Robert Pim, occurring
  2 21 shortly before noon on Monday, April 17, 1995, while traveling
  2 22 back to his Lucas County farm, has saddened this state, and
  2 23 constitutes a loss for agriculture in this state and in the
  2 24 nation; NOW THEREFORE,
  2 25    BE IT RESOLVED BY THE SENATE, That the Senate posthumously
  2 26 honors Mr. Robert Pim, and recognizes his life's many
  2 27 accomplishments, his deep commitment to agriculture, to the
  2 28 state of Iowa, and to the welfare of its people; and
  2 29    BE IT FURTHER RESOLVED, That the Secretary of the Senate
  2 30 send copies of this Resolution to his surviving wife Mrs.
  2 31 Judith Pim; to his sons, Mr. Robert Pim II, Mr. Stuart Pim,
  2 32 and Mr. Clifford Pim; and to his sister Mrs. Ruth Van Echaute;
  2 33 and
  2 34    BE IT FURTHER RESOLVED, That the Secretary of the Senate
  2 35 send copies of this Resolution to the President of the United
  3  1 States; the Secretary of Agriculture, United States Department
  3  2 of Agriculture; and the State Director of the Rural Economic
  3  3 and Community Development, United States Department of
  3  4 Agriculture.
