1 1 Section 1. NEW SECTION. 295.1 INTENT.
1 2 In order to meet the present and future technological needs
1 3 of the children of this state, it is the intent of the general
1 4 assembly that Iowa's school districts and area education
1 5 agencies have access to computers, computer technology, and
1 6 technology consultation and staff development. It is further
1 7 the intent of the general assembly to provide additional
1 8 resources for improvement at the school level, particularly to
1 9 provide compensation for school district instructional staff
1 10 and area education agency support staff for school improvement
1 11 efforts.
1 12 Sec. 2. NEW SECTION. 295.2 SCHOOL IMPROVEMENT AND
1 13 TECHNOLOGY COMMITTEES &endash; PLAN.
1 14 The board of directors of a school district and the board
1 15 of directors of an area education agency shall each establish
1 16 a school improvement and technology committee to develop a
1 17 school improvement and technology plan that supports and
1 18 focuses on the improvement of student achievement and the
1 19 attainment of student achievement goals under sections 280.12
1 20 and 280.18. Each committee shall be made up of an equal
1 21 number of administrators and instructional or support staff.
1 22 If the school district or area education agency is organized
1 23 for collective bargaining purposes, the certified bargaining
1 24 representative for the licensed employees shall appoint the
1 25 members of the committee which represent the instructional or
1 26 support staff. The plan shall be submitted annually by May 1
1 27 to the department of education for audit and examination.
1 28 Sec. 3. NEW SECTION. 295.3 SCHOOL IMPROVEMENT AND
1 29 TECHNOLOGY EXPENDITURES.
1 30 Funds received under this chapter by a school district or
1 31 area education agency shall be expended for one or more of the
1 32 following purposes:
1 33 1. For activities and responsibilities that are part of
1 34 the school improvement and technology plan approved by a
1 35 school district or an area education agency and are in
2 1 addition to the regular activities and duties of the school
2 2 district and its instructional staff or of the agency and its
2 3 school service personnel; and to pay costs of the employer's
2 4 share of federal social security and the Iowa public
2 5 employees' retirement system, or a pension and annuity
2 6 retirement system established under chapter 294.
2 7 2. To provide for the costs of substitute instructional
2 8 staff to permit the regular instructional staff to engage in
2 9 planning or training activities that are part of the school
2 10 improvement and technology plan.
2 11 3. To provide for the costs associated with specialized or
2 12 general training that are part of the school improvement and
2 13 technology plan.
2 14 4. To provide for staff development activities that are
2 15 part of the school improvement and technology plan.
2 16 5. To purchase or lease telephone equipment, computers,
2 17 computer networks, computer programs, computer software,
2 18 computer systems, and for computer services as defined in
2 19 section 716A.1.
2 20 6. For maintaining purchases listed under this section.
2 21 7. The costs of establishing an electronic classroom, or
2 22 purchasing or leasing satellite equipment, receiving
2 23 equipment, studio and production equipment, and other
2 24 associated equipment.
2 25 8. The costs of purchasing or leasing audio, visual, or
2 26 audiovisual machines, machinery, or equipment.
2 27 9. For training or staff development in the use of
2 28 equipment or software purchased or leased under this section.
2 29 Sec. 4. NEW SECTION. 295.4 APPROPRIATION.
2 30 Effective July 1, 1996, there is appropriated for each
2 31 fiscal year from the general fund of the state to the
2 32 department of education the amount of ten million dollars to
2 33 be used for the school improvement and technology program
2 34 under section 295.2. The payment to a school district or area
2 35 education agency for a fiscal year for a plan submitted under
3 1 section 295.2 shall be equivalent proportionately to the
3 2 amount of the payment made to that school district or area
3 3 education agency for phase III pursuant to section 294A.14 for
3 4 that year.
3 5 EXPLANATION
3 6 This bill directs each school district and area education
3 7 agency to establish a school improvement and technology plan
3 8 to be submitted annually to the department of education for
3 9 audit and examination. The bill provides an appropriation to
3 10 fund activities, staffing, and technology relating to
3 11 implementation of the school improvement and technology plans.
3 12 The intent of the general assembly, as provided in the
3 13 bill, is to provide additional resources for improvement at
3 14 the school level, which includes providing compensation for
3 15 school district instructional staff and area education agency
3 16 support staff for school improvement efforts, and access by
3 17 Iowa's school districts and area education agencies to
3 18 computers, computer technology, and technology consultation
3 19 and staff development.
3 20 The board of directors of a school district and the board
3 21 of directors of an area education agency shall each establish
3 22 a school improvement and technology committee, consisting of
3 23 equal numbers of administrators and instructional or support
3 24 staff, to develop a school improvement and technology plan
3 25 that supports and focuses on the improvement of student
3 26 achievement and the attainment of student achievement goals
3 27 under sections 280.12 and 280.18.
3 28 Funds received by a school district or area education
3 29 agency under the bill shall be expended for one or more of the
3 30 following purposes approved under a school improvement and
3 31 technology plan: for activities and responsibilities that are
3 32 in addition to regular activities and duties; to provide for
3 33 the costs of substitute instructional staff to permit regular
3 34 instructional staff to engage in planning or training
3 35 activities; to provide for specialized or general training
4 1 costs; for staff development activities; to purchase or lease
4 2 telephone equipment, computers, computer networks, computer
4 3 programs, computer software, computer systems, and for
4 4 computer services as defined in section 716A.1; for
4 5 maintaining purchases listed in the bill; for establishing an
4 6 electronic classroom, or purchasing or leasing satellite
4 7 equipment, receiving equipment, studio and production
4 8 equipment, and other associated equipment; for purchasing or
4 9 leasing audio, visual, or audiovisual machines, machinery, or
4 10 equipment; and for training or staff development in the use of
4 11 equipment or software purchased or leased.
4 12 The bill provides a standing appropriation of $10 million
4 13 annually, effective July 1, 1996, from the general fund of the
4 14 state to the department of education to be used for the school
4 15 improvement and technology program. Payment to a school
4 16 district or area education agency for a fiscal year for a plan
4 17 annually submitted to the department shall be equivalent
4 18 proportionately to the amount of the payment made to that
4 19 school district or area education agency for phase III
4 20 pursuant to section 294A.14 for that year.
