1 1 Section 1. NEW SECTION. 294B.1 CLASSROOMS FOR THE
1 2 TWENTY-FIRST CENTURY INITIATIVE.
1 3 It is in the public interest to develop, fund, and
1 4 encourage a number of classrooms for the twenty-first century
1 5 within the public school system of the state of Iowa to ensure
1 6 that school children, teachers, and administrators are
1 7 equipped to excel in the twenty-first century. These
1 8 classrooms would provide state of the art information and
1 9 communication technology to facilitate and enrich the
1 10 educational experience of Iowa's school population. These
1 11 classrooms would be equipped with technological equipment
1 12 which at a minimum would include a teacher workstation, a
1 13 telephone, a laser printer, two student workstations, a CD-ROM
1 14 drive, a videodisk player, and large screen presentation
1 15 equipment. The department of education, in direct
1 16 communication with teachers of all educational disciplines,
1 17 representatives of the area education agencies, and
1 18 representatives of business and industry shall develop
1 19 appropriate standards for the educational technology to be
1 20 used in these classrooms. These technology standards shall
1 21 ensure that technology and infrastructure procured for school
1 22 districts comply with compatibility, uniformity, and
1 23 interconnectivity standards.
1 24 Sec. 2. NEW SECTION. 294B.2 TECHNOLOGY PLAN.
1 25 Each school district as part of the development of a
1 26 strategic plan pursuant to section 280.12 shall include a plan
1 27 for implementing the use of technology within the district.
1 28 The department of education shall design the minimum
1 29 specifications and content for school district technology
1 30 plans. The area education agencies shall assist the local
1 31 school districts in the development of these strategic plans
1 32 for the use of technology.
1 33 Sec. 3. NEW SECTION. 294B.3 MOBILE TECHNOLOGY TRAINING
1 34 LABORATORIES.
1 35 Each area education agency shall develop, fund, and staff a
2 1 portable multi-media unit to assist in staff development
2 2 training for teachers and administrators in the use of
2 3 technology in the classroom and the school district community.
2 4 The unit shall offer the opportunity for extensive training
2 5 directly with equipment which would be available in the
2 6 twenty-first century classroom. If feasible, these units
2 7 would also be made available for training parents and
2 8 interested family members of children enrolled in the local
2 9 school districts.
2 10 Sec. 4. NEW SECTION. 294B.4 STAFF DEVELOPMENT.
2 11 Of the moneys allocated by the department of education to
2 12 local school districts to fund technology improvement and
2 13 advances in the public schools of the state, at least ten
2 14 percent shall be dedicated to the costs of staff development
2 15 for teachers and administrators. These moneys shall be
2 16 allocated on a continuing basis to assure that teachers and
2 17 administrators who need to acquire the skills necessary to
2 18 enhance the use of technology in the classroom are provided an
2 19 ongoing opportunity for advancement and training in the use of
2 20 the most up-to-date hardware and software.
2 21 Sec. 5. NEW SECTION. 294B.5 TECHNOLOGY ASSISTANCE.
2 22 The department of education shall make available grants to
2 23 those school districts which are able to demonstrate the
2 24 following:
2 25 1. The completion of a strategic plan for the use of
2 26 technology pursuant to section 294B.2.
2 27 2. A demonstrated commitment to the use of technology in
2 28 the classrooms.
2 29 3. The designation of an individual to coordinate and
2 30 integrate the use of technology in the classroom.
2 31 4. A commitment to educating and involving parents in the
2 32 use of technology.
2 33 5. Equal access by all children within the district to
2 34 technology.
2 35 6. The greatest opportunity for the application of
3 1 technology within an educational system which has not attained
3 2 a level comparable to other more technologically advantaged
3 3 school districts.
3 4 7. Evidence of cooperative partnerships with local private
3 5 and public entities such as business and industry and
3 6 libraries and museums.
3 7 Sec. 6. NEW SECTION. 294B.6 ASSESSMENT.
3 8 Each school district that receives a technology assistance
3 9 grant under this chapter shall complete an assessment
3 10 instrument developed by the department of education. The
3 11 instrument shall be designed to demonstrate that the school
3 12 district has been able to quantitatively and qualitatively
3 13 demonstrate an improvement in instruction, including
3 14 individualized learning and collaborative learning.
3 15 Sec. 7. NEW SECTION. 294B.7 APPROPRIATIONS &endash; STANDING
3 16 LIMITED.
3 17 There is appropriated annually from the general fund of the
3 18 state to the department of education the sum of fifteen
3 19 million dollars to implement and administer the provisions of
3 20 this chapter.
3 21 EXPLANATION
3 22 This bill provides that Iowa establish classrooms for the
3 23 21st century which will include state of the art technology.
3 24 The minimum equipment is specified and the department of
3 25 education is required to take the lead role in setting
3 26 standards for equipment. Of funds allocated to local school
3 27 districts for technology at least 10 percent shall be
3 28 designated for staff development. Each area education agency
3 29 is to provide a mobile unit for instruction in technology for
3 30 teacher and administrators. Criteria for receiving grants are
3 31 established including demonstration of community cooperation,
3 32 involving parents, and designating one or more individuals
3 33 whose work responsibility is to coordinate the use of
3 34 technology. The department of education shall develop an
3 35 assessment instrument to measure progress after receipt of a
4 1 grant.
4 2 An appropriation of $15,000,000 is provided for each fiscal
4 3 year beginning July 1, 1995, to implement the provisions of
4 4 new chapter 294B.
4 5 This bill may include a state mandate.
