  1  2              BY  COMMITTEE ON AGRICULTURE
  1  3                 (SUCCESSOR TO SSB 366)
  1  4 A Resolution posthumously honoring Mr. Robert Pim, and
  1  5    recognizing his many contributions to agriculture.
  1  6    WHEREAS, Mr. Robert Pim, during his distinguished
  1  7 lifetime, contributed to agriculture and to the
  1  8 quality of life enjoyed by Iowans, by serving the
  1  9 interests of agriculture and agricultural producers in
  1 10 this state and the nation, as a private citizen, and
  1 11 in public service as an official of the Farmers Home
  1 12 Administration, United States Department of
  1 13 Agriculture; and
  1 14    WHEREAS, Mr. Pim began his career in 1955 as
  1 15 assistant county supervisor in Lucas County, where his
  1 16 great-grandfather founded Mr. Pim's family farm in
  1 17 1858; and
  1 18    WHEREAS, Mr. Pim followed his father's commitment
  1 19 to public service, who served in the Iowa General
  1 20 Assembly during the 1950s; and
  1 21    WHEREAS, Mr. Pim served as an official in the
  1 22 Farmers Home Administration (FmHA) for 30 years, and
  1 23 served as state director for 20 years, heading the
  1 24 state office from 1969 to 1977 and from 1981 until his
  1 25 retirement in 1993; and
  1 26    WHEREAS, during Iowa's farm crisis, Mr. Pim worked
  1 27 tirelessly as the head of Iowa's lender of last resort
  1 28 during which Iowa administered the largest FmHA
  1 29 guaranteed loan program in the nation; and
  1 30    WHEREAS, Mr. Pim's vigorous commitment to
  2  1 agricultural producers and his deep sense of
  2  2 compassion combined with his practical counsel and
  2  3 efficient administration helped ensure the survival of
  2  4 many farming operations, including through debt
  2  5 restructuring, and in many cases ensuring the least
  2  6 painful transition possible for those who could no
  2  7 longer stay on the farm, during a period of
  2  8 agricultural depression when the office's farm loan
  2  9 portfolio climbed to $750 million in 1986 and when
  2 10 more than one-third of its borrowers were considered
  2 11 to be in extremely serious financial trouble; and
  2 12    WHEREAS, Mr. Pim worked with agricultural
  2 13 producers, agricultural organizations, agribusinesses,
  2 14 and business organizations, in creating a network of
  2 15 cooperation and understanding among various segments
  2 16 of agriculture and business, including by fostering
  2 17 the development and prominence of the National Forum
  2 18 for Agriculture which provides a continuing
  2 19 opportunity for farm leaders to discuss major issues
  2 20 affecting agriculture; and
  2 21    WHEREAS, Mr. Pim's devotion to the best interests
  2 22 of agriculture was reflected in the commitment and
  2 23 hard work that he demonstrated all his life in
  2 24 laboring on and managing his family farm, and in his
  2 25 long association with the Iowa Cattlemen's Association
  2 26 and the Iowa State Fair; and
  2 27    WHEREAS, Mr. Pim has been praised by numerous
  2 28 persons, and has received tributes and honors from
  2 29 many organizations respecting his commitment to
  2 30 agriculture and his advocacy of farmers, including
  3  1 beginning farmers, and economic prosperity for rural
  3  2 Iowa; and
  3  3    WHEREAS, the tragic death of Mr. Robert Pim,
  3  4 occurring shortly before noon on Monday, April 17,
  3  5 1995, while traveling back to his Lucas County farm,
  3  6 has saddened this state, and constitutes a loss for
  3  7 agriculture in this state and in the nation; NOW
  3  8 THEREFORE,
  3  9    BE IT RESOLVED BY THE SENATE, That the Senate
  3 10 posthumously honors Mr. Robert Pim, and recognizes his
  3 11 life's many accomplishments, his deep commitment to
  3 12 agriculture, to the state of Iowa, and to the welfare
  3 13 of its people; and
  3 14    BE IT FURTHER RESOLVED, That the Secretary of the
  3 15 Senate send copies of this Resolution to his surviving
  3 16 wife Mrs. Judith Pim; to his sons, Mr. Robert Pim II,
  3 17 Mr. Stuart Pim, and Mr. Clifford Pim; and to his
  3 18 sister Mrs. Ruth Van Echaute; and
  3 19    BE IT FURTHER RESOLVED, That the Secretary of the
  3 20 Senate send copies of this Resolution to the President
  3 21 of the United States; the Secretary of Agriculture,
  3 22 United States Department of Agriculture; and the State
  3 23 Director of the Rural Economic and Community
  3 24 Development, United States Department of Agriculture.
