1 3 A Resolution requesting the legislative council to
1 4 create a department of human services institution
1 5 closure task force.
1 6 WHEREAS, the department of human services
1 7 administers four state mental health institutes, two
1 8 state hospital-schools, one state training school, and
1 9 one state juvenile home; and
1 10 WHEREAS, the state institutions administered by the
1 11 department have been in service for many years and
1 12 have significant repair and maintenance needs; and
1 13 WHEREAS, it is believed that many individuals
1 14 served at the state institutions could be served in a
1 15 program which is closer to their home, is more
1 16 residential in nature, and is better integrated within
1 17 the surrounding community, compared to a state
1 18 institution; and
1 19 WHEREAS, the state institutions are a vital part of
1 20 the lives of the persons served and cannot be easily
1 21 replaced; and
1 22 WHEREAS, the state institutions are major employers
1 23 and a significant economic force in the areas in which
1 24 the institutions are located and any change in the
1 25 institutions deserves careful planning; NOW THEREFORE,
1 26 BE IT RESOLVED BY THE SENATE, That the legislative
1 27 council is requested to create a department of human
1 28 services' institution closure task force to review the
1 29 institutions administered by the department of human
1 30 services to identify potential candidates for closure.
2 1 The review should include the current mission of each
2 2 institution and the task force should be directed to
2 3 give consideration to recommending the most efficient
2 4 use of state resources without sacrificing the quality
2 5 of the programs provided by the state institutions.
2 6 BE IT FURTHER RESOLVED, That the task force be
2 7 directed to suggest a time line for any recommended
2 8 closure and to address alternative uses for
2 9 institutions identified for closure, including
2 10 privatization and leasing of buildings for other
2 11 purposes. It is recommended that the membership of
2 12 the task force include six members, with each
2 13 congressional district represented by at least one
2 14 member and with the overall membership subject to the
2 15 provisions of chapter 69 regarding gender balance and
2 16 political affiliation. The membership should include
2 17 all of the following:
2 18 1. A chairperson proposed by the Iowa association
2 19 of business and industry.
2 20 2. A county supervisor proposed by the Iowa state
2 21 association of counties.
2 22 3. A psychiatrist proposed by the Iowa psychiatric
2 23 association.
2 24 4. An individual who is certified or licensed to
2 25 provide substance abuse treatment proposed by the
2 26 commission on substance abuse.
2 27 5. A corrections officer proposed by the Iowa
2 28 state sheriffs and deputies association.
2 29 6. An individual who is knowledgeable concerning
2 30 juvenile justice and related issues proposed by the
3 1 coalition for family and children's services in Iowa.
3 2 BE IT FURTHER RESOLVED, That the task force be
3 3 directed to report its recommendations and findings to
3 4 the legislative council and the general assembly on or
3 5 before December 4, 1995.
