1 1 Section 1. MANAGED CARE – SERVICES TO ELDERS UNDER THE
1 2 MEDICAL ASSISTANCE PROGRAM. The department of elder affairs
1 3 and the department of human services, in cooperation with the
1 4 long-term care coordinating unit within the department of
1 5 elder affairs, shall seek funding through foundation or grant
1 6 sources to perform a study, based upon review of other state
1 7 initiatives and in consultation with national experts on
1 8 managed care programs, of the feasibility of implementation of
1 9 a managed care system for elders who are eligible for
1 10 assistance under the medical assistance program. The study
1 11 may result in the implementation of at least two pilot
1 12 projects, with at least one in an urban area and one in a
1 13 rural area of the state, to analyze the cost effectiveness of
1 14 this system. The departments shall submit a report of the
1 15 resultant findings and recommendations to the general assembly
1 16 on or before January 1, 1997.
1 17 EXPLANATION
1 18 This bill directs the department of elder affairs and the
1 19 department of human services, in cooperation with the long-
1 20 term care coordinating unit of the department of elder
1 21 affairs, to seek funding through foundation or grant sources
1 22 to perform a study of the feasibility of implementing a
1 23 managed care system for elders who are eligible to receive
1 24 assistance under the medical assistance program. The study is
1 25 to be based upon review of other state initiatives and in
1 26 consultation with national experts on the subject of managed
1 27 care. The bill provides that the study may result in the
1 28 implementation of at least two pilot projects which implement
1 29 a managed care system for this population in order to analyze
1 30 the cost effectiveness of this approach. The departments are
1 31 directed to submit a report of findings and recommendations to
1 32 the general assembly on or before January 1, 1997.
