  1  1    Section 1.  Section 252B.4, subsection 4, Code 1995, is
  1  2 amended to read as follows:
  1  3    4.  The department may adopt rules to establish fees which
  1  4 provide for recovery of administrative costs of the program in
  1  5 addition to other fees identified.  The rules shall require
  1  6 payment by the obligor of the fee established in addition to
  1  7 any support payments collected.  
  1  8                           EXPLANATION
  1  9    This bill provides that the fee for recovery of
  1 10 administrative costs by the child support recovery unit in
  1 11 nonassistance cases is to be paid by the obligor in addition
  1 12 to any support owed.
