1 33 EXPLANATION
1 34 This bill appropriates $500,000 from the state fish and
1 35 game protection fund for the 1996-1997 fiscal year, to the
2 1 department of natural resources to establish a wildlife
2 2 diversity initiative, from the combination of revenues
2 3 produced by the income tax refund checkoff credited to the
2 4 state fish and game protection fund in calendar year 1995 and
2 5 the general fund of the state.
2 6 Specifically, if revenues from the income tax refund
2 7 checkoff credited to the state fish and game protection fund
2 8 in calendar year 1995 do not equal or exceed $500,000, the
2 9 amount of the deficiency is appropriated from the general fund
2 10 of the state instead of from the state fish and game
2 11 protection fund.
2 12 The bill provides that the wildlife diversity initiative
2 13 shall develop and support a comprehensive wildlife-oriented
2 14 education program; enhance opportunities for personal contact
2 15 with, and the public's appreciation for, all types of wildlife
2 16 by developing facilities for public appreciation of wildlife;
2 17 protect, develop, and manage habitats to enhance nongame
2 18 populations on public and private lands through habitat
2 19 development and acquisition; and develop and support nongame
2 20 wildlife species management, research, and surveys, and match
2 21 moneys appropriated by the United States or an agency,
2 22 commission, or department of the United States if the
2 23 appropriation of moneys by a state is a condition of the state
2 24 or an agency, commission, or department of the state,
2 25 receiving federal moneys.
2 26 The bill authorizes the division of fish and wildlife of
2 27 the department of natural resources to adopt programs relating
2 28 to a wildlife diversity initiative by rule.
