1 1 Section 1. NEW SECTION. 513C.12 ANNUAL REPORT TO
1 2 COMMISSIONER.
1 3 1. A carrier or an organized delivery system issuing
1 4 individual health benefit plans in this state shall on or
1 5 before March 1 of each year file a report with the
1 6 commissioner including all of the following:
1 7 a. Number of benefit plans issued in this state.
1 8 b. Average premium rates or cost charged to individuals
1 9 for such plans. This information shall also include the range
1 10 of premium rates or cost for all benefit plan types issued by
1 11 the carrier or organized delivery system.
1 12 c. Age of persons to whom such plans are issued.
1 13 d. Racial, ethnic, or other characteristics of persons to
1 14 whom such plans are issued.
1 15 e. Other information deemed appropriate by the
1 16 commissioner.
1 17 2. Information provided pursuant to this section shall not
1 18 identify a patient by name, address, or patient identification
1 19 number unless authorized by the patient.
1 20 EXPLANATION
1 21 This bill provides that a carrier or an organized delivery
1 22 system issuing individual health benefit plans in this state
1 23 shall on or before March 1 of each year file a report with the
1 24 commissioner of insurance including the number of benefit
1 25 plans issued in this state; average premium rates or cost
1 26 charged to individuals for such plans, including the range of
1 27 premium rates or cost for all benefit plan types issued by the
1 28 carrier or organized delivery system; age of persons to whom
1 29 such plans are issued; racial, ethnic, or other
1 30 characteristics of persons to whom such plans are issued; and
1 31 other information deemed appropriate by the commissioner. The
1 32 bill provides that the information provided pursuant to this
1 33 section is not to identify a patient by name, address, or
1 34 patient identification number unless authorized by the
1 35 patient.
