1 1 Section 1. Section 321.423, Code 1995, is amended by
1 2 adding the following new subsection:
1 3 NEW SUBSECTION. 6A. A motor vehicle, owned by a
1 4 governmental agency, and designed to be used for snow removal
1 5 shall be equipped with flashing amber lights which shall be
1 6 operational at all times when the vehicle is removing snow on
1 7 highways, other than highways located in state or county
1 8 parks. A violation of this section is a scheduled fine under
1 9 section 805.8, subsection 2, paragraph "e".
1 10 Sec. 2. The state department of transportation shall study
1 11 the issue of visibility of snow removal equipment and the use
1 12 of such equipment and the effect on highway and traffic safety
1 13 during snow removal. The study shall include an analysis of
1 14 municipal and county snow removal practices. The department
1 15 shall provide the general assembly with an analysis of the
1 16 issues presented and any recommendations for safety
1 17 improvements by January 15, 1997.
