  1  1    Section 1.  Section 321.1, subsection 32, paragraph f, Code
  1  2 Supplement 1995, is amended to read as follows:
  1  3    f.  Self-propelled machinery or machinery towed by a motor
  1  4 vehicle or farm tractor operated at speeds of less than thirty
  1  5 miles per hour or machinery towed by a motor vehicle or farm
  1  6 tractor.  The machinery must be specifically designed for, or
  1  7 especially adapted to be capable of, incidental over-the-road
  1  8 and primary off-road usage.  In addition, the machinery must
  1  9 be used exclusively for the mixing and dispensing of nutrients
  1 10 to bovine animals fed at a feedlot, or the application of
  1 11 organic or inorganic plant food materials, agricultural
  1 12 limestone, or agricultural chemicals.  However, the machinery
  1 13 shall not be specifically designed or intended for the
  1 14 transportation of such nutrients, plant food materials,
  1 15 agricultural limestone, or agricultural chemicals.
  1 16    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 17 immediate importance, takes effect upon enactment.  
  1 18                           EXPLANATION
  1 19    This bill amends section 321.1, which provides definitions
  1 20 for the chapter which provides regulations relating to motor
  1 21 vehicles and the law of the road.  Last year, the general
  1 22 assembly enacted 1995 Iowa Acts, chapter 56 (Senate File 298),
  1 23 which in part amended the definition of an "implement of
  1 24 husbandry" to add machinery towed by a motor vehicle or farm
  1 25 tractor operated at speeds of less than 30 miles an hour.
  1 26 This bill amends that section again to provide that the
  1 27 machinery towed by a motor vehicle or farm tractor does not
  1 28 have to operate at speeds less than 30 miles per hour.  The
  1 29 bill takes effect upon enactment.
