1 1 Section 1. Section 257.31, Code 1995, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 5A. In addition to or in lieu of the
1 4 funding sources provided pursuant to subsection 5, the
1 5 committee may provide for funding all or part of the unusual
1 6 need for additional funds as described in subsection 5, by
1 7 granting the district an amount equal to a percent, not to
1 8 exceed ten percent, of the amount of the state regular program
1 9 allowable growth as calculated under section 257.8, subsection
1 10 2, multiplied by the school district's budget enrollment.
1 11 There is appropriated for each fiscal year from the general
1 12 fund of the state to the department of education an amount
1 13 necessary to pay state assistance pursuant to this subsection.
1 14 Payments made pursuant to this subsection shall be treated as
1 15 miscellaneous income and shall be paid to school districts in
1 16 the manner provided in section 257.16.
1 17 EXPLANATION
1 18 The bill provides an alternative of state funding to the
1 19 present funding for school districts that have unusual
1 20 circumstances which create unusual needs for additional funds.
1 21 Present funding is through additional allowable growth or
1 22 supplemental state aid provided from the department of
1 23 education. This bill authorizes the school budget review
1 24 committee to grant state funding as a percent of the allowable
1 25 growth amount for each pupil enrolled. The unusual
1 26 circumstances for which aid may be granted include unusual
1 27 enrollment changes, natural disasters, closing of nonpublic
1 28 schools, funding needs for special or compensatory education,
1 29 and reductions in miscellaneous income.
