  1  1    Section 1.  Section 455B.291, subsection 4, Code 1995, is
  1  2 amended to read as follows:
  1  3    4.  "Municipality" means the a city, county, sanitary
  1  4 district, state agency, or other governmental body or
  1  5 corporation empowered to provide sewage collection and
  1  6 treatment services, or any combination of two or more of such
  1  7 the governmental bodies or corporations acting jointly, in
  1  8 connection with a project.
  1  9    Sec. 2.  Section 456A.17, Code 1995, is amended by adding
  1 10 the following new unnumbered paragraph:
  1 11    NEW UNNUMBERED PARAGRAPH.  The department may apply for a
  1 12 loan for the construction of facilities for the collection and
  1 13 treatment of waste water under the state sewage treatment
  1 14 works financing program as established in sections 455B.291
  1 15 through 455B.299.  In order to provide for the repayment of a
  1 16 loan granted under the financing program, the commission may
  1 17 impose a lien on not more than ten percent of the annual
  1 18 revenues from user fees and related revenue derived from park
  1 19 and recreation areas under chapter 461A which are deposited in
  1 20 the state conservation fund.  If a lien is established as
  1 21 provided in this paragraph, repayment of the loan is the first
  1 22 priority on the revenues received and dedicated for the loan
  1 23 repayment each year.  
  1 24                           EXPLANATION
  1 25    This bill authorizes the department of natural resources to
  1 26 participate in the state sewage treatment works financing
  1 27 program and provides for the dedication of some fees collected
  1 28 from park and recreation areas to repay loans for waste water
  1 29 treatment projects which are built for state parks and
  1 30 recreation areas.
